I'd have to agree with Marq (from SNP) that this won't work because the "volunteers" might not always be for the good of the nation and would be open to serious abuse. Also I don't know how the testimony of volunteers would stand up in court, they would probably be crucified by the lawers ("don't you have 50 unpaid speeding fines and....." etc).

I personally every country would benifit from such a unit but composed of paid professionals and not of (potentially dodgy) volunteering civil minded citizens.
