Oracle SQL Plus vs. Access
I'm having to do a comparison of these two, can anyone help me out here?

Hahahahahahahaha............
You need to setup Oracle SQL? I wish you luck. Setting up an RDMS in no easy task when it comes to Oracle. It has more options than you thought would be possible.
Take the easy and use Access. Unless you expect to deploy a db with a large storage requirement over 4 GB, access would satisify most requirements.
