I think that in the Top Sites List the Top 5 websites should have the option of a banner showing, like when they add a site they put a banner (either a link to one thats already up or upload one) and if they are one of the top 5 the banner will show, if not then it wont.... of course there will be restrictions as to the size and the pixels but i think this would be a good idea
