I know in Zone Alarm Pro you can set a password to change or view settings. So you could block the program access in Zone Alarm (Under Program control) and then set a password to change any settings.

If you have access to an admin account, then just revoke his username. Or pm me and I can give some software used at my school to restrict use of certain programs and file types.
