Tooltips in WinXP
Okay, this is seriously the dumbest question ever... but these ToolTips or
whatever are bugging the hell out of me, and I don't know how to disable
them. Every time my mouse is over pretty much ANYTHING in WinXP for more
than a second, I get some retarded ToolTip... how do I disable this?

I got this from the PimpRig forums
Posted by: TekXoID
To disable ToolTips in Windows XP:
1) Open the Registry Editor
2) Navigate to HKEY_USERS\.DEFAULT\Control Panel\Desktop.
3) Double-click UserPreferencemask and change its value to 3E 00 00 00.
4) Close the Registry Editor and restart Windows.
Hope this helps ya.

<edit>I just found this at ActiveWindows:
To enable it again, change the value back to BE 00 00 00

negative... that did not work. Also, it's the tooltips that come up when i hover over files/folders, my taskbar, and my system tray.

Try Microsoft TweakUI (available as a PowerToy from Microsoft's Windows XP site). With that program, you can disable tooltips. You can also modify many other features, most of which normally require registry tweaks.
In case you're lazy, here's the site you can download it from:

Question: What exactly are you getting the tooltip over? Any filename which does not fit in the specified area will automatically appear as a tooltip. If you are getting comments, such as when placing your cursor over an icon in your Quick Launch bar, simply right click the icon, go to properties, and remove the comment. If you can't disable them, they are most likely not considered true "tooltips".

Are they balloons? In TweakUI, you can disable Balloon Tips (it's listed under Taskbar and Start Menu. Just unselect "Enable balloon tips"
