As MS.M has already suggested you should try using :Google
Also if you know who is doing it or have enough evidence on them report them.

This thread lists many different sites where you can legally learn how to hack... it will still be up to you to figure out how to do it. If you really want to learn, some of the first things you should read are the tutorials on using search engines located on this site.. use the search box in the upper right corner...
You're never going to get anywhere if you can't use a search engine..it's like learning to use the card cabinet at the library (do they still have those? card cabinets I mean? )

They do still have card cabinets in the library, but the vast majority are also available on computer so no-one except die-hard librarians use them any more. I think they're kept as a backup and also for the major libraries (e.g. the British Central Library) who keep a catalogue number of most publications.
