hmm..just wondering,why couldnt he just set his firewall to block certain types of sites?

Because not a lot of firewall products are configured to block traffic based on whether it's dirty or may corrupt the minds of youth. Just if it'll fondle your Windows Messenger service.
In general, a firewall can either let all the web traffic through or none of it. Bubbies are irrelevant to them.
