My guess would be that Dell are legally responsible for arranging the recall, as they sold potentially defective batteries to their customers.
Financially , Sony will take the hit, as they supplied the product to Dell.
Dell have stated that the impact on their financials will be minimal.................... the market seems to agree for now: http://www.google.com/finance?q=DELL
