Ok I did a debug and took everything out and then it ask me did I want to partition so I did that when there was nothing in the computter. Then after a restart I had to boot with me WinMe disk. And it say I had to format the drive so I did and them it put WinMe on it then it say I had to format drive D so I did then that was it. It would not let me put it on drive D. I dont know of any other way to do it.

You need to get a boot loader. Otherwise Win9x operating systems will always want to use the primary drive. Search google for winme boot loader. Or you can create 3 partitions, say 5 gigs, 20 gigs, and 15 gigs. Then install 2000 on one of the larger partitions. Install ME as your "operational" install on the other large partition. Then on the small partition create a Test install of ME. The other solutions provided do not give you your two partitions of winme.

You will want to learn how to edit boot.ini if you are going to use Win2k as your boot loader. Search for info on that as well.
