A horrible case of animal torture occurred in Cahokia, Illinois last December. Two juveniles tortured a friendly cat and videotaped the event. They then sold copies of the video to their peers for $6 a tape.

"30-18-1. (NEW MATERIAL] EXTREME CRUELTY TO ANIMALS CRUELTY TO ANIMALS--PENALTIES--EXCEPTIONS.
A. Extreme cruelty to animals consists of a person:
(1) willfully or maliciously torturing, mutilating, injuring or poisoning an animal; or
(2) cruelly killing an animal.
B. Whoever commits extreme cruelty to animals is guilty of a fourth degree felony and shall be sentenced pursuant to the provisions of Section 31-18-15 NMSA 1978.
C. Cruelty to animals consists of a person:
(1) knowingly or recklessly mistreating, injuring, killing without lawful justification, torturing or tormenting an animal; or
