As far as the money transferr, that would be monitered by the IRS for Tax reasons. I would like you to at least propose your solution to controlling Terrorism within the borders of this nation. I am not saying to hell with civil liberties, only stating that with freedom comes a price. I wish it was not so, but it is an unfortunate reality that we all face.
