yes true but only in some situations, im not even going to debate on the numbers cause they are way out of proportion (ok so that was a comment but you know what im saying) sniper training is NOT easy and takes tallent, skill, brains, and a little luck! urban sniping is also alot harder then any other area (except baren areas like the artic) cause there is so little cover and the primary good sniping positions are all SOOOO obvius. and look at the cost for running an opperation like that...... you gotta pay 100 people (in your example) to sit arround all day doing nothing! and then theres the problem of 'gee he must be going to attack from THIS city'. you never know where or when a sniper is going to attack. this sniper was also smart enuf to keep changing where hed shoot from, once in this town, once in that..... never the same town. by the time you realise that you need a counter-sniper team its already too late and hes probly not comming back. and then back to the money aspect..... once has this ever happened that someone like this has been attacking people at random..... in order for this to be effective youd need to have a sniper placed every 800 meters or so....... THATS ALOT OF PEOPLE DOING NOTHING!!!!! you cant fund it. its just not posible...... your better off letting gun laws get thinner and thinner untill everyone carrys one and they just shoot the **** out of the van that a gun was fired from........ get the point? the more you try to come up with a defence for this the less likely it is to work!
