In my opinion, this is not a situation where technology is going to solve the problem. People will behave how they like, and they will work around any roadblocks we put into place if they feel passionately about what they have to say.

That said, the programming required for this could get hairy, and it's not something I want to get started on unless I'm more sure of its benefit. If others feel strongly that this is something we need, I'll consider it, but I'd like to see more support for it before I start considering the technical requirements.
