Interestingly enough FCC regulation states that when a device is operating at the license capacity and it is interfering with you, it is your repsonsibility to fix the interference. For example changing channels or filtering it somehow. I agree with Tiger he is a, what was it... ****twit?
I'll drive by with some toys of mine and burn out his wep reciever, then I could do his TV as well assuming I can get close enough if he has cable. If he's on an antenna cake. I am just kidding of course, but wouldn't that be fun in a hypothetical sense and I do have the stuff for it. In fact if you change channels, I could make it so he could never connect. Of course your electrical bill would go up since we would be creating a strong magnetic field in his general direction and that would have to be sustained.
