THATS Right!! Is that really true? P.I.s own these special licences, they can use to track informations from a person??

Drop your case at a dept collecting agency (in Dutch: incasso bureau). They'll take away all the hassle and collect the money for you.
No collecting agency (in germany its nearly the same as in dutch: "Inkasso-Büro"/ "Inkasso-Firma") in the world would accept this job! Believe me...
And even if theres one - they´ll want so much money that there would be no sense in it anymore. :-((
