operating system: windows nt 2000

was working on setting persmissions... u know different users, permissions on folders and stuff... read,write,full control.... easy... that is not the question

i was thinking if i can do hardware permissions for users while working on nt2000

if a drive is disabled it is for all the users

then i tried to come up with a way
tried with the floppy
on a certain user went to winnt->system32->dirvers -> floppy.sys

i gave the user no permission to read, to write or to do anything
the floppy still was in use

i removed the .sys from the drivers folder
floppy does not work

in theory i think the method i tried to do should have worked... but did not

so what happened
what is the difference between a file that is not there and a file that i don' have the right to read write or do anything?
NB: after applying the new permissions i logged off in case to make sure

does win nt 2000 only check if the file is there..

is there any way around to give hardware permissions to users using win nt 2000
what abut other ways, with other operating systems
