Windows 2000 Server

Downloaded Microsoft .NET Framework 1.0 Service Pack 3 and trying to install, but I get this error:

CLR error: 80070002.
The program will now terminate.
Tried going the typical Windows Update route, and then saving it to disk and installing...same result.

Anyone encounter this before?
