From my understanding feel free to correct me if I am wrong. I believe that when there on duty they must wear the hat but for special occasions such as ceremonies and whatnot they are allowed to wear a specially made turban. So I really dont see anything wrong with that.

If it was for special occasions I think it'd be ok... there are usually seperate dress uniforms, however this is not the case from what I've seen/read... The article I found on cbc.ca backs that up

In 1996, the Supreme Court of Canada dismissed an appeal by three former RCMP officers who were challenging the right for Sikhs to wear turbans while on duty.
This would lead me to believe that they do wear their turbans while on duty.
