I absolutely agree! If someone is just looking for a free ride or put themselves squarely in a bad position through sheer neglect or stupidity ( eg. they drank their welfare check ) they shouldn't qualify for aid...the problem with that though is who is qualified to make the decision on whether or not someone deserves to be aided? There would have to be some hard and fast rules made...and even then there would be exceptions to the rule ( eg. they drank their welfare check and now their three kids have no food ).
