Shotgun technology... probly won't help all that much but I like saying the word shotgun.

Your best bet would probably be to place both modems in your 2000 box, using a shotgun program (makes one modem just sends and the other just recieves), and making your 98 box use the 2000 as a proxy server.
Most shotguning you hear about is through a SupraExpress modem (which have the technology built in) but there are programs that will use any brand modems.

in order to shotgun or multilink modems the isp must support that feature. next you need 2 phone lines and 2 modems. Supra has a shotgunning modem. 2 chips on 1 card to save a slot!
Multilink in windows will allow you to get around 10-11k. the beauty of it is you can also suspend 1 modem to make voice calls.
