I personally don't think it's any different that the driver's licenses that we currently use, it would just provide more access than whether you're supposed to be driving or not. I think that should be done here in the U.S. just make it part of the D.L. that also insures that if you're in a country, whether it's the U.S. or not, you're ok to be there.
