PERL and C++ - they go well with most OS platforms. And Java for dessert.

A good C++ IDE if your interested is Dev c++, which you can get from here. . It's FREEWARE
And it also does C IDE/Compiler. An excellent program for Windows, yes. With C knowledge and some C++ basics, you can cope easily with the huge majority of programming languages.
