Have you tried opening regedit or regedt32 and importing the registry files... Sure it'll take a few seconds longer but that should work if they no longer execute.....
Also go to Tools --> Folder Options -- File Types and see what your defaults are set at in there... Make sure that REG files are set to open with regedit.... line should be regedit.exe %1
