I couldn't tell why he said to use 127.0.0.1 as the IP. I was able to pull the web page up but There was only 3 messages about updating the page, a new server, and a new version. Nothing else. I didn't see any links for information.\
Also if you go to www.freepublicproxies.com There is a list of proxies there.
It tells you if the proxy is transparent, or anonymous, and where they are located.
