Yeah I agree all members should have to read this but if its a e-mail no will take the time to read so here's what I suggest: Everyone that sign up for an account is required to read this, it show to the user right after he fills in his username and password, then there is a 5 question review on it and ALL 5 questions have to be answered correctly to join.

Example:
Which of these is frowned upon here at AO:
a) Asking smart intelligent questions.
b) Quoting people to explain your point of view.
c) Asking how to hack hotmail.
d) Reading the FAQ before posting.
