If you want to do an install from cdrom:
Boot to a boot floppy, and insert cdrom
then browse to cdrom and type setup.exe
OR boot directly to cdrom
That will take you to a GUI to install the rest.
If you wanted to script it... it'd be a lot more work, but still possible.
You might want to have a look at Windows Admin Scripting Little Black Book
It is a great resource. I know it is kind of pricy at amazon... but check around a bit. I found it at Boarders for US $3.99 or some crazy price like that.
Quitmzilla is a firefox extension that gives you stats on how long you have quit smoking, how much money you\'ve saved, how much you haven\'t smoked and recent milestones. Very helpful for people who quit smoking and used to smoke at their computers... Helps out with the urges.

Do you have a USB flash drive?
You can boot to one of those. Change the options in the BIOS.
Is your cdrom bootable?
Boot to the CD directly, just change the options in the BIOS to do so.
If you have access to dos, then browse to cdrom and run setup.exe
Which are you trying to install? 95 or 98? You have put 95 in the title, then 98 in the message...
A little more info about your system would be nice, so we don't have to play the 1000 ?'s game...
Also, have a look at this site.
