What MS-DOS programs are you trying to run when you get the system restriction message? Maybe I misunderstood you, are you just trying to open MS-DOS when you get this message. Also, I don't think you should be able to do anything without your kernel.dll file. I guess I am lost without more info.

check your registry
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\WinOldApp]
"NoRealMode"=dword:00000001 Prevents users from running older DOS programs that can bypass windows (pol:user/ System/Restrictions/single-mode).
"Disabled"=dword:000000001 Disable all MS-DOS programs (pol:user/ System/Restrictions/MS-DOS prompt).

My reply to sysmin770:
ALL my DOS program does not work. It reads 'This program cannot be run due to restrictions on this computer.'
My PC does not have an user or pasword, so where do these admin restrictions come from?
Is there any other way besides reformatting?

Does anyone have access to your computer that might have played a joke on you? a jealous wife/girlfriend? Parents that think you spend too much time on the computer? 
All joking aside, it just sounds like someone disabled dos..here's a link that might help:

Maybe you installed some software that disabled it for you?

Is there any other way other that re-formatting?
I don't have any users and passwords
The messege reads like this ' The program cannot be run due to system restrictions. Please contact....' when I start ANY MS-DOS program - including command.com.
