how is it obvious, users are still working on pc's ranging from win 2.1 to win XP, Not sure about registry's in pre win 95 machines but it makes a differance, work on an NT vbased machine compared to 9x system big differance.
Of course an NT based machine is very different from a 9x machine but most "tweaks" are mostly the same, i.e. defragging, removing spyware, temporary files, cleaning registry,...sometimes the way you have to do it may be different.
I don't think he's still using win 2.1 , heck you never know, sorry for that sort off inappropriate comment :

So the installation steps are:
1. Install OS
2. Install Service Pack
3. Misc. Drivers
4. Install needed Proggies
5. Defrag
?
I have a 40gig 7200rpm Seagate hdd split into 2 partition of each 20gig for my OS and data storage

Don't be too hasty to reinstall your OS, I'm running XP and last time I cleaned it up I had 800mb free space (On a 80Gb hdd aint that much) and about 32 services running, I've cleaned up the hard drive and made it to a startup services of 17 things. My machine is running OK giving me enough time to get some new hardware (I'm going to be installing a radeon 9600 pro to replace my already outdated FX 5200) in this way I limit the probability of driver issues when I upgrade plus backing up 46 Gb of stuff isn't always that easy... so untill I get my new hard drive I'll be living on borrowed time (Considering the amount of malware I've just disabled and incorerectly deleted.) but it works for me NOW and I dont have to do an inconvienient reformat when I'm unprepared.
Ultimately I'd reinstall My OS about once every 4 - 8 months simply becuase it's easier than maintaining some kind of realistic file structure and cuase I'm to lazy to fix the problems properly

WinXp background service is also memory eating monster... go to www.blkviper.com and turn off unnecessary service and www.tweakxp.com to play with my registry some tweaks.

Download Spybot Search and Destroy and see what happens... el-half is right, Spyware can really slow down your system.
