Unless I have mistaken your post: The original quotation referenced the "Intelligence Authorization Act for Fiscal Year 2004" which regardless of the powers it does or does not give to the government was signed into law according to the Whitehouse.gov website. http://www.whitehouse.gov/news/relea...0031213-3.html
