There is no such thing as bullet proof computer security.
If you have a 486 in an igloo with no network cable and have it guarded by polar bears and hit a giant squid then perhaps, no no I would be wrong.
Somebody would still get the information they wanted by social engineering.

also restrict access to the "Scheduled Tasks" folder, that's one way to get into the command prompt ( at least on 98, not sure abut XP)
