Negative here are some updated numbers
http://www.globalissues.org/TradeRelated/Debt/USAid.asp
Country 2000 2001 2002 2003 2000 2001 2002 2003
3. Netherlands 3,075 3,155 3,377 4,059 0.82 0.82 0.82 0.81
8. France 4,221 4,293 5,182 7,337 0.33 0.34 0.36 0.41
10. United Kingdom 4,458 4,659 4,749 6,166 0.31 0.32 0.3 0.34
12. Germany 5,034 4,879 5,359 6,694 0.27 0.27 0.27 0.28
13. Canada 1,722 1,572 2,013 2,209 0.25 0.23 0.28 0.26
19. Japan 13,062 9,678 9,220 8,911 0.27 0.23 0.23 0.2
22. United States 9,581 10,884 12,900 15,791 0.1 0.11 0.12 0.14
Now you can say the US doesn't give much as far as the GNP is concerned, but 15 billion is still 15 billion. If people have a problem with the US GNP percentage, then I say, give it back to the taxpayers. Oh hell, just stop taking it from the taxpayers to begin with. That should make everybody happy.

once again these figures dont represent the money we pour into the defense of forign nations. if japan is number one then why do they cost us 45 billion a year to defend. like with their economy they can't defend themselves. what about the ninty billion a year we pour into NATO to defend europe against soviet aggression(?) another fourty five plus billion in south korea and it looks like their going to cost us allot more. these are not figured into "forign aid". we still spend more money on 'others' than anyone else. let not forget the happy capons at the UN they cost us a bundle as well and all the do is bitch.
but lets face it we went into WWII because we were attacked so i dont think anybody owes us anything. i think we all owe thanks to each other for that one.

It should be remembered that if a country is willing to pour money into another country it is always for political reasons. It is also foolish to think that a country will let gratitude for passed deeds influance it present day foreign policy.
\"America is the only country that went from barbarism to decadence without civilization in between.\"
\"The reason we are so pleased to find other people\'s secrets is that it distracts public attention from our own.\"

"Do Canadians like the French"
That was a joke right? Ask the people in Quebec.
Anytime 2 differing societies get together or offer assistance, it's always for political reasons or prior commitment agreed upon in cease fires after major wars, which I guess is also political. Japan is NOT allowed to form a full army, since they used one to ransack and rape the entire Pacific Rim. There fore the US government agreed to provide defense.
We give food to other countries because they cannot produce there own, in some cases we get things back, like oil. In others we don't because they have nothing to offer. In some cases aid is privately funded by good minded people. The interaction of countries, IS politics. Trading is the basis of human nature. Having said that:
I hate it when politics is exploited for the greed of an individual minority group to gain power or some dishonorable position. I prefer to use exploited politics over the overused “politicizing”
//edit
I guess if would be inappropriate to let "Gratitude for past deeds" influence a political international landscape, but on a personal level. Gratitude for past deed weighs heavy on me. For instance, if you helped me get something I wanted, say help me build a house and worked hard and went beyond the call, then when you find yourself in a situation where my word meant something, like a character reference in a trial. I would tend to "want" to help you. Unless of course you whacked off someone’s head! But in general I may be influenced by your past deed. Politicians are human.

You are standing in an open field west of a white house, with a boarded front door.
There is a small mailbox here.
