I am not sure if you already tried this but I would go to:

Tools -- Internet Options -- Advanced (tabbed) -- Scroll about halfway down and you come to your security settings. Sometimes your security settings will get reconfigured if you changed something in the 'Security (tabbed).'

If this doesn't work I would check for spyware/viruses

If it still doesn't work I would try to uninstall IE and reload the new version.
