Sometimes you can get a problem with the firewall stopping your out bound to the net.
As you have XP SP2, with a F/W, is there a second F/W ?
Conflicts..........
Just disable your SP2 F/W, try and access hotmail.
Whatever the result. RE-ENABLE the F/W
