Check and be sure that 1803 has a hex value of 0. If not, change it, reboot and try again.

I was checking around and noticed that SnapFiles had a fix for this: not only do you enable downloading but you add the site to the trusted sites list. Perhaps that might help.
IE is just generally icky IMO.

And our online classes work on eCollege... only accepts IE...

Agreed! You know...MS should just FIX the security holes in IE rather than set the browser up like a communist dictatorship. At this point it's just totally unusable rubbish.

Well at this point it almost sounds like the install of SP2 is corrupt (I know, insert MS joke here). But seriously, this isn't common behavior even after you wrestle with every setting available. How about backing out the patch?

SP2 now uninstalled. I can DL again in IE. I suppose I'll try another install of SP2. However, regardless of the success of the next install, I will not be using IE except when absolutely necessary. Thanks to all of you for your replies and suggestions.
