    My question is, if the planet is supposed to be about 750F (400C) in temp. causing it to have almost no gas, how do they conjecture that it can have a steamy water layer? That heat would evaporate any water based substance into gass very quickly--but the planet is not supposed to have almost any gas at all?

    Isn't that what a steamy water layer is? Gas or water vapor aka steam. In other cases locally it's not the temp it's the pressure that keeps water vaporized. Water and other liquid elements boil instantly.

    Whater seems to be very common in the solar system. It's liquid form is extremely rare. That is why we are interested in seeing if liquid is traped within rocks and elements on other planets.
