What are the hardware specifications of your spare machine?
As Und3ertak3r has implied, this is not as clear cut a decision as some may think. Win98SE works well on lower specification machines. On higher end machines XP will probably perform better, at least it benchmarks that way.
If you want the security/control without the same degree of "overhead" that XP has, then you might even consider Win2000, although, like XP its DOS support is rather limited.
