The thing is the jumpers are intentionally set that way. PCCHIP's M863G and Gigabyte's GA-7DX(e) come to mind.

Johnny Fist, It's good that your thinking... Outside the box... But if you read the description of what happens when he presses the power button, the description doesn't match what happens when the jumper is in the clear cmos position... When he pressed the power button, everything was turning on and running. He just wasn't getting any video. When the jumper is set to clear the cmos, this doesn't happen, nothing runs when you push the power button.

... I actually have yet to see a PCI-E mobo with onboard video and I doubt they will ever make one...
Gigabyte do make one.. encountered it when we were assembling a server..(we were shiped the wrong mobo)
I've seen a couple different boards from Gigabyte and PCCHIPs ship with the jumper in the clear position because it supposedly saves battery life.
i agree with nihil.. plus from my own experience.. NEVER had a Gigabyte board with the Clear jumper in place...
