I have heard that caps can make noises too.
Yup, cap will make a very high pitched sqeal sometimes. Probably not a good thing, might be electrolyte boiling/escaping.
If it's not as high pitched probably fans or some other rotating motor. Could be HD, CD even.
I'd suggest making a backup of important work just i case something decides to go ping.

its deffinitly the fan.. pulled it off and pulled a bunch of hair and dust out of the bearings *dang cats*
Yes, and you might consider investing in an optical mouse...............Jerry can get fur balls just like Tom
Look for a tube of water pump lubricant (silicone grease) and apply this very sparingly to the fan axle and bearings when you service it. I use an orange stick (tooth pick) to apply it.
Then go down your local pharmacy, drugstore or whatever and get a "nit comb" (designed for removing human head lice/eggs). Comb your cats regularly with one of these. It saves you having to clean your computer, ball mouse, and upholstery.............and you don't get to remove cat puke from the carpets.

This actually will work wonders not only for cleanlyness but allergies if you have any. If you dont have the time, or are just too lazy, you can try to vacume your cat as well. All of our cats, and my mother breeds siamese so we do have a lot at times, are conditioned to not be scared of the vacume cleaner, so everytime we clean just attach one of those reaching attachments to it and we give all the cats a quick run down.
