Well,
1. Using another USB device, find a socket that you know works.
2. Try the HDD in that socket with all other usb devices disconnected.
Do other drives work, such as CD/DVD?
Your local library may well have computers that you can use for testing purposes, otherwise a local PC repair shop could look at it for you.
If you have done nothing, then the thing may well have died on you
