Why was this approved?
There has been a lot of whining and wailing about the site not being like the old days............so here you go...................have fun!
My Contribution:
Shakar old chap, there are a few basics of computer security I would like to appraise you of:
1. Do not solicit criminal activity over the internet; it is not secure.
2. Do not use a static IP address it points a finger straight at you.
3. The people who could do what you ask aren't stupid. They won't respond to such a request, as they cannot be sure that you don't work for the CIB or even worse, 935 Pennsylvania Avenue? What you will get, are little toerags who will take your money and run.
4. Evil people like myself who would string you along until I knew the target, then go to them and get my totally legal reward 
I am not sure what Californian Law has to say about the kind of activity you are proposing, but the Federal ones are bad enough! 
There are ways of going about things, and joining a computer security website and not reading the terms of acceptable use isn't one of them.
Also, posting in the wrong forum just brings attention to it.
For my cryptographic colleagues, what do these numbers have in common?
681, 1131(207), 3283, 935

EDIT:
Now I remember! that line from a Cheech & Chong song:
"My basketball coach done thrown me off the team,
For wearing high-heeled sneakers, and acting like a queen"
