Need help with schizophrenic, possibly hacker

Please somebody answer then i write full post. I need a strong dude who knows all about cybersecurity to check one weird dude for me and his site if its safe. If hes not hacker or something. Possibly find his buddies who provide him his forum.
Thing is complicated but in short:

We have small polish discussion forum, its like 20 years old or more, there are regular visitors like 30-50 people.

There is one weird , possibly schizophrenic, we know his name and surname, have his photos (he provided it all to us).
hes polish but emigrated to UK many years ago and now lives like a bum, take drugs, live with drug addicts, possibly is homo and have sex with them. Recently his host who provided him room was taken to psych ward and dude is now homeless (he told us all on our forum). He lives by UK welfare, eat for free in homeless places. etc

Now he uses his phone to block threads on our forum with some sort of code, he pastes it and thread is locked , "code 404 ngix".
He has his own forum, he even posted pictures from his laptop where he had weird matrix-like lines,code etc so i think it was his admin page or something.
He blocks us and tell "come to my forum" , on his forum he typing threads like "i like shitting into river, can **** and wash at same time", or "i went into sauna and see pretty girl and she smiled to me" or "i go wash myself in a swamp, it does good to my mental health"
The thing is dude is just bat **** insane, we all think its possibly schizophrenia or dude is a master troll and hacking us all there.

Can somebody go on his forum and check if there is any security threats. He also mentions some dudes working with him on his forum, its all related to IIRC things. One of the dudes hes working with (english speaking) types all about israel and palestine,
His forum has palestine, south africa, china and russia flags.

As i said thing is very complicated and weird. I tried to write this as short as possible, I can provide more details if someone asks.
