Free Video Manipulation Program?
I did some Googling, but wouldn't turn up anything. What I'm looking for is a *free* video manipulation program. Something that will let me edit a video frame by frame, ect. Something like a Photoshop for videos. Any help would be appreciated!

Check out The GIMP, I know it's an image manipulation program, but there's a plugin for it called GAP (GIMP Animation Package) that allows frame by frame manipulation. I know you can export to avi, etc, but I'm not sure if you can import standard video files. Here's a link to a tut for it that might give you more info, but apart from this, I was struggling to find any decent info:

[edit] I actually searched for it on their plugin directory and found a plugin that can extract frames from common video formats, but the plugin looks kinda like you'd need a unix based os to run...not sure if that's a problem for you. The GIMP itself is ported to windows, anyhow. [/edit]

Check it out anyway, cause the GIMP runs on windows and I'm almost certain GAP does as well, so give it a try. I'm just not sure if GAP comes with the ability to extract frames from video files. Check out www.gimp.org anyhow.

Irfanview (www.irfanview.com) has a feature that will extract frames from a video clip. I'm not sure if it is a plugin or part of the software itself, but it seems to work pretty well. You'd just need some software to re-compile it after you've done your edits.
