Before you get your hopes up, they aren't going to release it all...just 385 portions of it. I'm going along with the line of thought that this move is to satisfy the court system in hopes that it will take the teeth out of the suit filed by the dissenting states. According to M$, this move will make it easier for developers to have 'additional choices' when developing apps for Windows based machines without releasing enough to make it possible to 'clone' windows, which would force M$ to stop doing 'R&D' on the OS. IMHO, the 'cloning' of windows would be the best thing that could happen to the OS, as in those circumstances, someone might actually get it right....FINALLY.
