It seems like a phyrus victory for now ...
how long will it take before they make the database ( if it doesn't already exist but they just need more funding)

The millitary still has a large amount of funds for "black ops" that they never expose to congress. Hopefully there smart enough not to use that money for this.

The databases exist. Everytime you pay a bill, use an ATM or credit card, fly somewhere, get a driver license, or enroll in a college course an entry is made in a database somewhere. The government needs to be able to connect to the databases, search the databases, and develop an analysis ("Someone in Phoenix bought 5 tons of fetilizer. That person has previously flown to the Middle east several times.")
