I am wondering if part of your question here deals with a person who perhaps has had more "greenies" but has received some negative antipoints. You are wondering if that person can still give out antipoints which carry a point value, as long as they still have a "green dot" and haven't yet dropped back to the "gray dot" or into the "red dot" territory. If that is the question, yes. That is my understanding of how it works. Someone else correct me if I am wrong. ( I know that you will!)
