You might like to try "Mail Control" from http://www.sysinternals.com

Might be a pain in the butt, but it asks you to confirm the sending of every e-mail.....kills mass mailers

Last I looked it only works for SMTP and I am not sure if there is an XP version out yeat, but it works fine on this Me box.
