Not sure if it's a matter of better or worse ISP wise. I don't mind that they block outgoing port 25 connections although I'm not sure I see any proof that it's helping the spam problem much.
I have no need for outbound port 25 connections.
But if I did, I would not use an ISP which blocked those connections.
Interesting you brought up RBL's as getting their IP blocks listed was a main motivator
for the port 25 blocking for many a ISP.
I too have had to bounce mail off another after having to use IPs previously listed.
HATE that!!
