You must have the proxy's permission prior to using them. It has been my experience that only a very few of them are for public use. To my recollection the folks that provide the proxy lists also state the same thing. Additionally, many of those on the the proxy lists have long since slammed those ports closed because people were using them without persmission and for illegal activities.
