There is definately a way to transfer settings between windows servers.

step one is tweaking AD (don't ask me what, I wasn't watching closely)
You bring the new server onto the domain.
AD transfers most settings over
You demote the old server.

Bonus to this method is that both servers actually retain settings so if the new server goes belly up you can plug the old one back in with little effort.
