Why not create a logon script that renames all the N2K files. e.g. change the file extension to .N2K_old or something like that.
ren C:\Documents and Settings\%UserName%\Application Data\Microsoft\Outlook\*.N2K C:\Documents and Settings\%UserName%\Application Data\Microsoft\Outlook\*.N2K_old

ren C:\Documents and Settings\%UserName%\Application Data\Microsoft\Outlook\*.NK2 oldnk2.bak
ren C:\users\%UserName%\AppData\Roaming\Microsoft\Outlook\*.NK2 oldnk2.bak
